[BUG] Prompt is not always returned after agents receive messages

What the reporter described: When using inter-agent messaging extensively it often happens that the message gets printed to the agent prompt, but return isn't sent or received correctly, leading the agent to hang and needing human tmux intervention to send the return to get the agent processing the message. How opportunities are ranked

The evidence score combines capped, diminishing-return discussion, positive reactions, unresolved duration and the underlying project’s Radar Score. This prevents one repeatedly commented thread from overwhelming independent signals. Maintenance-only tickets, dependency dashboards, CI failures and release checklists are filtered out. Rankings are independent and never paid placements.
